Following is our updated overview of our alternative citizenship and second passport programs, with current pricing and government processing periods.

Paraguay

Our Paraguay programs are very popular, while also being affordable and very efficient ways of obtaining citizenship. We have our standard program which can be completed in four years, from start to finish, and requires three visits to Paraguay throughout the process. The total cost of this program is $25,000 per adult applicant, with payments of 1/3 each due at three different junctures of the 4-year process.

Paraguay does not permit naturalization for those under 18 without a native born parent. No exceptions.

PT Shamrock's referral fee for a single applicant is Euro 5,000. For a family of two or more, it is Euro 10,000.

Payments for the program are structured with 1/3 down to start the process, 1/3 due upon the issuance of your permanent residency documents and cedula (to confirm the 2nd visit) and the final 1/3 being due just prior to the issuance of your citizenship documents and passport (final visit).

Unfortunately, children under the age of 18 are not eligible for Paraguayan citizenship.

Please note there is a $5,000 proof of financial solvency requirement for all applicants pursuing Paraguayan citizenship.

Paraguay (quoted for a national that is on the Paraguayan Ministry of Foreign Affairs restricted list, to include Lebanese, unfortunately).

The Paraguayan MOFA has all nationals from Africa, the Middle East, India, Pakistan, and China (mainland only, not Hong Kong nor Macau) on its "restricted list".

And, yes, nationals on the restricted list have higher due diligence costs. For example, a Pakistani national would incur $40,000 in total program costs for the 1-year expedited process (requiring 3 visits to Asuncion) while an American national or a Brazilian national, etc. would incur only $30,000 in total costs for the same process.

A special note to our Asian and Middle East clients:

FYI much of our client base from Asia and the Middle East probably won't be approved for Paraguayan tourist visas as the residency process requires a 3-day visit to Asuncion and you have to apply for the tourist visas for you and your family yourself. We are unable to assist with visas for your visit to Paraguay.

"Western" clients have no problems during the Paraguayan permanent residency process, though, as they all arrive on a visa on arrival (American, Canadians, Brits, etc) or they can easily get a tourist visa at their nearest Paraguayan embassy as "western" travelers are almost never denied Paraguayan visas, to include Japanese, Koreans, Singaporeans, Taiwanese (but not mainland Chinese) etc.

Mexican residency is much, much easier for Middle East, Indian, Chinese, African nationals clients as Mexican embassies and consulates welcome virtually all immigrants provided they meet the financial solvency requirements which is an average monthly income of approximately $2,500/mo. for the past 6 months consecutive.

Slovenia (EU)

Our expedited Slovenian citizenship program is currently the most cost-effective way to obtain citizenship from the European Union (EU) and an invaluable European passport. The entire citizenship process can be completed in less than four months and requires only one brief visit to the capital of Ljubljana to receive your naturalization papers and Slovenian passport(s) in person. The total program cost is just US$250,000 for the main applicant, US$50,000 for a spouse, US$50,000 for each child under the age of 16, and US$100,000 for each child aged 16 and above plus PT Shamrock's referral fee. PT Shamrock's referral fee for a single applicant is Euro 5,000. For a family of two or more, it is Euro 10,000.

Venezuela

Our Venezuelan program is processed under one of the country's "Bolivarian Missions" (Misian Identidad), which are a series of anti-poverty and social welfare programs that also encourage economic immigration to Venezuela. The entire process can be completed in just three months and does not require any travel to Venezuela. The cost is Eur 65,000 per adult applicant, and just Eur 45,000 for the spouse and Eur 40,000 per child 17 and under... plus PT Shamrock's referral fee. Commonwealth of Dominica

Our program in the Commonwealth of Dominica can be completed in three months with our lead agent on the island who is the most efficient and professional in the business. Only one visit to Dominica is required, and this can be bypassed if necessary, with additional costs incurred for travel of Dominican representatives to meet with you for your interview. The total cost of this program has increased as of the end of 2012 to approximately $132,000 for a single applicant, $210,000 for couples, $235,000 for a family of four, $287,000 for a family of five, plus PT Shamrock's referral fee of Eur 5,000 for a singlr applicant or Eur 10,000 for 2 or more family members. Saint Kitts and Nevis

Saint Kitts and Nevis programs have long been a choice for those seeking privacy with their citizenship and great travel and banking benefits. The citizenship process can be completed in 3-4 months and does not require a visit to the islands.

There are two options for you to obtain citizenship in Saint Kitts and Nevis:

One option is to purchase real estate in the amount of at least $400,000 (single applicant or family), which you are required to own for a five year period of time to retain citizenship permanently. After adding the legal/professional fees ($35,000), due diligence fees ($7,500 for main applicant, additional fees for dependents), government application fees ($50,000 for main applicant, additional fees for dependents), biometric passport issuance fees ($550 per passport), etc., the total cost of this program ranges from approximately $493,000 for one applicant to over $600,000, depending upon the number and ages of applicants and dependents, inclusive of the $400,000 real estate investment.

There is also the option of contributing $250,000 as a single applicant, up to $450,000 for larger families, to the SIDF in Saint Kitts and Nevis, without the requirement to purchase real estate, should purchasing real estate not appeal to you. After adding the legal/professional fees ($35,000), due diligence fees ($7,500 for main applicant, additional fees for dependents), biometric passport issuance fees ($550 per passport), etc., the total cost of the SIDF contribution program ranges from approximately $293,000 for one applicant to over $500,000, depending on the number and ages of applicants and dependents. This contribution is not an investment, as the real estate option is, and is non-refundable upon completion of the application process.

Plus PT Shamrock's referral fee for a single applicant is Euro 5,000. For a family of two or more, it is Euro 10,000.

Antigua and Barbuda

PT Shamrock can now also broker citizenship in Antigua & Barbuda through the country's brandnew "Citizenship by Investment Unit" (CIU) which opened its doors on August, 26, 2013.

The economic citizenship program was modeled after the programs in Saint Kitts/Nevis so its price structure is virtually identical to Saint Kitts, i.e. required real estate investment of at least $400,000 on Antigua or else a donation to the Antigua National Development Fund of $250,000, $35,000 in legal and professional fees, $50,000 government application fee for the main investor (waived for the government donation of $250,000), $7,500 in due diligence fees, additional fees for dependents, plus PT Shamrock's referral fee. PT Shamrock's referral fee for a single applicant is Euro 5,000. For a family of two or more, it is Euro 10,000.

Cyprus (EU)

PT Shamrock's immigration lawyers in Nicosia can process our clients' expedited Cypriot citizenship if they are willing to make any of the following investments in Cyprus:

1) Mixed investments and a donation to a Cypriot state fund:
Applicant must invest at least US$2,000,000 in the national investment company and an amount of at least US$500,000 as a donation to the Research and Technology Fund of the Republic of Cyprus, plus PT Shamrock's referral fee of Eur 5,000.

2) Direct Investments: Applicant must invest at least US$5,000,000 in Cyprus (purchases of houses, offices, shops, hotels, businesses active and/or registered in Cyprus, bonds and securities registered and issued in Cyprus, etc).

3) Deposits in banks:
Applicant must have a fixed term deposit of at least US$5,000,000 for a period of three years with Cypriot banks.

4) A Combination of Mixed Investments and a Donation to a State Fund, Direct Investments and Deposits in Cypriot Banks: Applicant must have a combination of the above options for at least US$5,000,000.

To start the process PT Shamrock's referral fee in the amount of Eur 5,000 or equivalent is required. The cost for the program fee's as noted above are to be paid direct to source after we require your referral fee of Eur 5,000 or Eur 10,000 for 2 or more family member application.

Considerations

Obtaining residency and/or a Passport may be a perfect solution to certain individuals for tax reasons and/or to have a second option as country in which to be domiciled or have a passport in the event that you are unhappy with or wish to leave your current country for any reason.

As well, especially for Americans, it is nearly impossible to open bank or brokerage accounts anywhere in the world with a US Passport. Having a second passport opens up unlimited financial possibilities worldwide.

Therefore, for those who earn their income in other jurisdictions, having a Paraguay residency or passport could mean not paying any taxes on your earned income (check with your own tax advisor on whether this applies to you or not.)

In the event you interested in Paraguayan (permanent) residency or in actual Paraguayan citizenship (and, of course, its passport)? The additional $5,000 for Paraguayan residency for clients on the restricted list does not go to our source, though, as it goes straight to the Paraguayan government...otherwise they won't even touch the client's application without "dragging their feet" endlessly.

Unfortunately, the Interpol check is conducted after they get to Asuncion for the residency application, and not accepted beforehand. Each adult applicant must submit a domestic police certificate/criminal background check from their home country or
country of residency the past 5+ years consecutively, i.e. FBI check for Americans, RCMP check for Canadians, ACRO for Brits, etc.

We charge US$5,000 for residency services.

However, if your client wants actual citizenship (and the Paraguayan passport), then that's a different matter...and with a higher fee payment, of course.

THE PROCESS

STEP ONE - PERMANENT RESIDENCY (Please note that this is permanent, not provisional!)

* Cost: is just US$7,950 USD per family member and includes all taxes and our introduction fee.

* An appointment is made for you in Asuncion, Paraguay where you will get picked up at the airport and driven to your hotel. We will pick you up when it is time for your appointment and do all the paperwork at our offices. This will take most of the day and the next until the afternoon.

* The documents you will need is an original Birth certificate, Civil state certificate (marriage, divorce), Certificate of good conduct (Must be provided by a nationwide recognized authority like the FBI, not the local police - If you are a US citizen you can apply for a Consular tourist visa for the countries that require it (this is the document you will receive upon entry into Paraguay). All documents must be certified by the nearest Paraguayan consulate. Once ready you must send the documents to us at least 1 week before your appointment so we can get them translated and certified. You will also need Pictures (2" x 2"): 4 front and 4 profile, white background required, accessories such as earrings or sunglasses not allowed). Also you will need to deposit $5,000 USD into a Paraguay bank (this can be wired to us and then we wire it to the bank upon your arrival - or wired to the bank directly) to prove your economic solvency. This will be refunded to you at the end of the process.

* Around 10 days after you have gone to Asuncion to do all the paperwork a permanent residency will be mailed to you (Plastic and cedula). This residency will last forever and gives you the same rights as a Paraguayan citizen.

STEP TWO - PASSPORT

Cost: $10,995 USD per family member, this includes all taxes.

2 years and 8 months after you obtain your permanent residency you can apply for naturalization and a Paraguay Passport.

Step 1. Gather the documents listed below and send them to us.

* You must be 18 years of age.
* Curriculum stating your education, work experiences etc.
* Original Passport.
* Original Birth certificate certified by the nearest Paraguayan consulate.
* Certificate of good conduct (Must be provided by a nationwide recognized authority like the FBI, not the local police), certified by the nearest Paraguayan consulate Permanent residency card to Paraguay.
* If you have any degrees like a doctors degree you can legalize it in the Paraguayan consulate so you can use it in Paraguay.
* If you have any properties in Paraguay you must present a copy legalized by a public notary in Paraguay.

Step 2. Make an appointment with us and then make arrangements to travel to Asuncion for two days for signing of papers.

Step 3. When the papers are approved you will get an appointment to come down for three days to take your exams in Spanish about Paraguay. We can provide you with the answers and it is recommended to take Spanish classes for 3-4 months before.

Step 4. You will again be asked to come down for the final details where you will receive your Paraguay Passport.
