There is no government on earth that issues an International Driving or Operators Permit. They are issued under the authority of International Law and the Law of Nations in accordance with N.A.T.O., and the Convention of International Road Traffic of 19 September, 1949. It is International Law and Contract Law between countries that authorizes the issuance of any type of International Driver Permit. Contrary to popular belief, businesses like AAA, PATA and others DO NOT have a monopoly on the issuance of IDP's. Having an International Driver License does not authorize the Holder to break the law(s) or endanger public safety. The holder of an International Driver License is presumed to be bound under the Convention of International Road Traffic of 19 September, 1949. That is, you must be qualified, and obey all the rules of the road in every country or state it is used. The IDP is NOT a silver bullet against traffic citations. If you happen to get a traffic citation (and deserved it), then pay the fine and stop doing whatever it was that got you the citation. The Holder of an IDP is also responsible for any property damage he or she may cause.
